Why Flat Rankings Break Down

Most “strongest characters” lists drop an S-Rank hunter three places below a Monarch as though the gap were comparable. It is not. Solo Leveling’s power structure has tiers separated by orders of magnitude, and placing characters from different tiers on one ladder produces numbers that mean nothing.

A National Level hunter can clear an S-Rank gate alone. A Monarch can end a continent. Those are not adjacent positions on a list; they are different categories of being.

The Strongest, by Era

The more useful question is not “who is strongest” but “strongest when”. The answer shifts four times across the story.

1. Sung Jinwoo — Shadow Monarch

Jinwoo takes the top position for one structural reason: he is the only character in the series without a power ceiling. Every other being in Solo Leveling has a fixed capacity. Jinwoo’s grows.

The decisive evidence is his final confrontation with Antares. He does not win through a trick, a sacrifice, or outside intervention — he wins because by that point he is simply stronger. Ashborn, who held the same title, never managed it.

His Shadow Extraction compounds the advantage. Every defeated enemy becomes a permanent soldier, which means his effective strength increases with every victory rather than resetting.

2. Antares — Monarch of Destruction

Antares is the King of Dragons and the strongest of the nine Monarchs . Before Jinwoo’s full awakening, he is the apex of the entire setting — the only being whose power made even the Rulers hesitate before direct confrontation.

One detail captures his level better than any description: he leaves a permanent scar on Jinwoo’s hand. That matters because Jinwoo can regenerate entire limbs. A wound that does not heal on a character who regrows body parts is the clearest measure of Antares’ power in the series.

3. Ashborn — The Original Shadow Monarch

Ashborn is the most structurally interesting character in the power hierarchy, because he belongs to both factions.

He began as a Ruler — a being of light. When the Rulers turned on their creator, Ashborn was the only one who fought to protect it, and was killed for it. What he discovered in death was authority over death itself, and he returned as the Shadow Monarch.

Ashborn ranks below Jinwoo only because Jinwoo did what Ashborn could not: defeat Antares alone.

4. Sung Il-Hwan — Ruler’s Vessel

Jinwoo’s father is the strongest human-origin fighter in the series apart from Jinwoo himself, and his power does not fit the hunter rank system at all.

After disappearing into a gate, he was transported to another dimension and became a vessel for one of the Rulers. He defeated the Frost Monarch outright and later held off Antares long enough to buy Jinwoo time — two feats no National Level hunter comes close to.

5. Bellion — Grand Marshal of the Shadows

Bellion served Ashborn as Grand Marshal before pledging to Jinwoo, and remains the strongest shadow soldier in the army. His swordsmanship and command ability place him above every other shadow, including Beru.

He is the highest-ranked character here who is not a Monarch, a Ruler, or a vessel for one.

The Absolute Being: Above the List

Technically, the strongest entity in Solo Leveling is the Absolute Being — the creator of both the Rulers and the Monarchs. Every power in the series traces back to it.

We place it outside the ranking rather than at the top, for one reason: it never fights. It is killed by the Rulers’ betrayal before the events of the series, and no combat feat is ever shown. Ranking an unfought entity above characters whose limits we have actually watched tested is a category error.

Strongest Human Hunter

Setting aside Monarchs, Rulers, and vessels, the strongest ordinary human is Thomas Andre — the American National Level hunter known as Goliath. His reinforcement ability makes him physically the most durable human in the series.

Liu Zhigang of China is generally placed second among National Level hunters, with Goto Ryuji representing Japan.
